That is a varient of the 'floater' (AKA 'pie floater'), created by sticking a meat pie in pea soup. I think the actual origin is English, but they abandoned it under the Geneva Convention forbidding Chemical Weapons Coloured in a Sickly Green Hue.

Here is a view of the real thing - the usual warnings about children and not operating heavy equipment apply (actually a bucket will help too)...

I was watching "A Cooks Tour" on Food Network on Friday and Anthony was in Britain. One of the things he sampled was a meat pie, which sort of resembles what we call a pot pie here in the states. Anyway, they plate this meat pie and it looks pretty tasty, but then he pours this green sauce over it, a thin, almost flourescent green sauce. It didn't resemble pea soup, but whatever it was, it wasn't very appetizing. It looked kind of like algae.

A meat pie is not supposed to be on a plate with vegetables and eaten with a knife and fork. You eat a pie with your hands at the football. It should have tomato sauce on it, be too hot, and fall apart as you're trying to eat.
