Unless you were under the direct personal influence of 911-attack, i.e. you were in the corresponding buildings, nearby, or lost somebody there or on planes, you will have a hard time arguing that such high-profile Democracy as the US really need a CIVIL organization with clearly "above-the-law" functions.
Give me top 3 reasons why CIA cannot be a part, in the organizational form of few departments, of DIA, under the latter full authority?

1. They turn out really great chefs and good food.

2. Chefs would not have a reason to put all that starch on their hats.

3. Graduates from McDonald's college would have no opportunity for upward mobility in their careers.

Quite apart from that, the Culinary Institute of America was established in 1946, while the Defense Intelligence Agency was not established until 1961. The CIA was here first!
