Do Jewish rabbis hold their hands that way when giving blessings?

Some Chasidim and Orthodox rabbis apparently do. That is what he has been saying in his biography for decades.

I think the blessing is from Numbers 6:24–26, which reads:

[24] The LORD bless thee, and keep thee:
[25] The LORD make his face shine upon thee, and be gracious unto thee:
[26] The LORD lift up his countenance upon thee, and give thee peace.

So why do those rabbis put their hand into that position?
