60% of govt spending goes to military is just as valid as saying 47% pay no taxes. The mistake is the same in both instances.

How do you figure they are the same? There is supporting evidence that 47% of people pay no federal taxes at the end of the year, they pay for it through the year but when they do their taxes at the end of the year, they get more back then they pay in. There is no supporting evidence that military spending is 60% of the federal budget.

They are the same because the claim that 47% of the people pay no taxes only uses income taxes and ignores FICA and other revenues. The claim that 60% of the budget goes to the military only uses the discretionary budget as its basis and ignores the non discretionary. They both use only part of the total to calculate a percentage and pretend it is the entire total.

Same as the claim that only 47% pay taxes. If you accept one then you should be more than happy to accept the other. (Both are false.)

Your changing the word meanings doesn't change the budget. It still has a discretionary and a non discretionary part to it.

It would be like claiming every federal tax is really an income tax since they are all paid out of income. It might be true but it doesn't turn FICA or the gas tax into income tax.
