I thought his point was that there’s an element racism in the white majority against slaves and their descendants above what there is for people who ‘merely’ have black skin.
Not dissimilar to my own country’s adoration of African Americans but more problematic attitude toward our own indigenous peoples, and South Sudanese refugees.
I think he was posing the question of whether Kamala and Obama were more palatable to the electorate because they weren’t the product of generations of the US’s own particular style of systemic racism. He was not questioning her blackness.
