The present simple,
does not work, [in bold in your sentence] is used in English to describe the usual/routine/habitual/scheduled/etc.
As a stand alone sentence, it would be very natural --> The telephone in my apartment does not work. <-- which describes the state of things at this time.
But it doesn't combine well with 'since' because 'since + I moved in' holds a meaning of "some time in the past until now".
The telephone in my apartment does not work. It hasn't worked since I moved in.
