What will happen to my fiancee's visa status?

A German national and a non EU national are studying together in the UK where the non EU national has a student visa. The German national wants to marry the non EU national and they wish to continue to live in the UK after the non EU national finishes her degree (and so her visa will expire). The German has another year to complete his degree. Can the non EU national continue to live in the UK based on being married to and living with the German? The non EU national is disabled and cannot get work at a high enough rate to qualify to stay in the UK on her own account. Is the only way for the non EU national to eventually get an EU passport to live in Germany? What if they need to move to yet another EU country for work reasons - when the German finishes his degree he will need to find work in a very specialised academic field and will need to be open minded about where he could take such work - the possibilities will be limited to Europe and North America - all places which require visas for the nonEU national.
Does it matter in which country the couple get married?
Should they seek the advice of a lawyer and if so in which country?

The German national certainly will know that the so-called 'EU passport' is actually a passport issued by each of the 27 EU-countries.
And all of these countries have individual, different immigration laws ....
