SNAP is mostly used by military families who do not earn enough for food for their kids, disabled people who's disability check is not enough for them to eat, people on Social Security who have no other income, and people who work full time for minimum wage (like at Walmart or McDonalds) who cannot survive on $280 a week (before taxes).
