here's the thing. He's opened his options to so many people that his chances of finding someone (almost)perfect for him go up. But, that's just how the numbers work. I would be insane trying to weed through all the applicants were I him.
I've placed a personal ad a few times. My ex-girlfriend placed a very similar ad at the same time.
She got 50 responses in the first week, and got so upset that she couldn't read 90% of them.
With similar values, phrasing, and a conscientious good try, I got 3 responses in four months.
Women are not in the same position as men.
If he has to offer 10k for people to respond, then that's what's required of him. I hope he gets
a few viable candidates from it, if for no other reason than the world needs more love and less war.
But I still think he's an idiot.

Check out some of the 'requirements'. I reckon if he had spent as much time looking for a mate as he did writing up the specs, he'd have snagged one by now.
