Nope. Dick did it on purpose, under orders from Bush. Since then, the target has been secretly snuffed out by the CIA (Wet Ops Division). Bush had him killed simply because he had children, and Dick had access to him. They thought they could get away with it. Both sustained a massive arse-chewing from OBL, for blowing the op. Dick'n Bush did it.

Hunting accidents happen, Scoob. I almost killed a guy once that way, and I've almost been killed numerous times by errant gun-fire. It happens. The same can be said about anything dangerous in society -- cars, the weather, dogs, anti-social people, lawnmowers, knives, garden tools, kitchen blenders, your nanny-state government and pro-Muslim immigration policies, etc., etc.
