The intent of this Bill is doesn't matter. The affect of this bill (based on my cursory understanding) is that all cadets will have to mouth four words. The cadets that are atheists will either apply a secular meaning to the words (as I would do), or they will just ignore them. No harm will be done.

Congressman Johnson is a politician, he is playing to his constituents. Read the words you quoted, they are empty cliches strung together to gain cheap points. Even his supporters understand this.

Have you considered the possibility that Congressman Johnson is himself an atheist?
