Remember Ya'll ----enforcement and apprehension by the ICC is a joke just as enforcement of meaningless UN resolutions are a joke.

The UN charter calls upon states to attempt to settle disputes peacefully and, failing that, to refer matters to the Security Council for appropriate action.

Peacemaking is a hard, dangerous, and often thankless task.

Good point, Walter. Perc is the bearer, in my view, of self-fullfilling prophecies.

When I first moved to Spain, near a small, isolated village, I got a lot of flack for bringing in solar panels for hot water. "It's not going to work," grumbled the one and only plumber, the only guy available to hook it up. He kept saying that over and over again. I finally asked him, Why? Because I refuse to hook it up, was his reponse.

He didn't want it to work. Perc, do not you want peace and law and order? The only way we get it is if we do it.

Many on the far right seem to have this image of America (and themselves, by extension) based on the Hollywood Western genre. The problem lies in the fact that these were works of fiction. They embrace the "lone man against a hostile world" paradigm, that advocates violence and anarchy as a norm. The re-inforcement of such views comes from unlikely places. My brother in law, whom I may have mentioned is somewhere to the right of Mussolini politically, was happily watching the History Channel yesterday present one of their "wild west" documentaries. The problem with using resources like this to enhance one's knowledge of history is that it is entertainment, not education. The programs are presented in ways that play to the common narrative.A Tombstone Newspaper editorial is quoted, for example, decrting the violence in the city. What is not mentioned is that the editorial was in a newspaper meant to be read in the easern US, where the image of Tombstone as a ruff'n'tuff city would be well received. If I recall correctly, the actual number of deaths by shooting in Tombestone from 1870-1900 was in the range of 20.
Next they present phtotgraphs of cowboys, taken by the rather successful photo parlours that sprang up in cowtowns, making sure to mention the "six-shooters" all the cowboys had on them. What they do not mention is that the guns, and often the clothing, were the property of the photographer. Joe average cowboy hadn't the money for guns or fancy clothes. After arriving in gopher gulch after a long trail drive, he would first find a place to sleep for a day or so, then bathe, then get drunk and laid! After that it was back to the ranch. The perpetuation of such national stereotypes does little to curb the wider governmental attempt to play cowboy on the wild west of world affairs.

Once again, please explain. What good deeds were accomplished in Iraq or Afganistan? I agree Somalia was a mess, I was there while it was going on. Bosnia is a harder call to make.

Tartarin, this is an excellent point. And I agree. But as Timber is pointing out, I wonder if it might be good advise for all of us on this thread or in discussions like this one. It's very tempting to throw stones, I do it all the time. But, I just suddenly realized once again, when I give in to it (which is always fun) I'm not doing anything to help the discussion along, or to bring the barbarians under the protective wing of the law. Thanks for reminding us.

Lola -- Treating protection as a joke is a bad idea in a world which is getting smaller and smaller. Like it or not (and often it's an awful, unlikable trial) we have to look out for each other, not depend on shoot-outs to feel "safe."

I'm not sure I agree with Timber if, in fact, I even understand him! I think we're closing in on the important point: law and order starts the countries which advocate it, with coalitions of countries willing to take risks themselves in order to provide for a less risky future.

Funny you should bring up the Name Madeline Albright. Another wonderful presentation to the world by a truly failed presidency. Percy, are you familiar with attitudes toward Women in the West in the last two millenia?
Strangely enough, according to Sharia women are allowed to own property, testify incourts of law, and can bring suits of divorce agaisnt their husbands (Source: The Oxford History of Islam ). Women in the West were not allowed any of these rights until the early twentieth century (the one exception was Languedoc in the 8-14th Centuries).
