Question
Only knowing that brass is a kind of mixture of metals,I am confused with the phrase "top brass".I can just get an uncertain feeling that this phrase may have something to do with "leadership",am I right?

"Top brass" would be a term for those running something (a corporation, institution, etc..) or the people in charge.

The usage comes from military terminology where the senior officers usually have a lot of metal items (medals, rank insignia, etc..) which are often collectively referred to as "brass".
