Congenital vs. Genetic Conditions

If a person is diagnosed with a congenital condition, does that also mean that its cause is genetic and that the person's siblings should be warned that they have a heightened risk for the condition?

Not certain but I believe a child can be born with an abnormality that is not necessarily genetically passed on.
