No, I don't think this will be possible here in Germany for .... let's say two generations at least.
And I sincerely doubt that ethic commissions in other European countries will be a lot faster accepting such.
2 generation is what, 30 years? That's not long, certainly well within my lifetime.
I believe that much of this question relies upon just how big the population numbers get over the next few decades. Both Europe and the US have seen slow growth (which is nice) but transitions to faster growth patterns could really have disastrous results - overcrowding, lack of potable water and food, heat pollution etc.
Wait until it starts getting crowded - and like the Righties like to scream, it is going to be Muslims and Mexicans crowding everyone else since their familial breeding patterns are more prolific in the long run. I think many insultated European socieites will think a little differently about breeding once that specter starts shoving itself down people's throats.
