I guess you mean someone who doesn't look too bright. I'm not sure what connection the extending eyebrow has on intelligence.

I used to have an eyebrow rather like that - when I was a young teenage girl, my mother forbade me to tweeze my eyebrows.

You could say that proves the point, but I prefer you wouldn't.

I think perhaps it most likely stems from the pronounced brow ridge of apes and pre-human homonids - that'd be my take, anyhow. It also prolly relates to the visible physiologic manifestation characteristic of those afflicted with Down's syndrome.
