Truman didn't declare the end of hostilities or the end of major combat in Guam in 1944. Bush DID proclaim the end of major combat in Iraq which is precisely where the major combat is continuing.

No questions about whether or not it seemed too clean and oversimplified to just suddenly declare the hostilities over and certainly no real reporting on why so many military experts were in disagreement at the time.
