My ex bro in law got tours of in inner workings of Dept of Water and Power at one point, and said it looked scary re responsibility (he is quite an able fellow, as it happens). This was twenty years ago. Anyway, someone combined the wrong wires, or some such - I saw that on a later link. There are systems in place to react to such goofs...
