Ok, I'm no Cassanova, but you could try this. It'll might a while for her to become responsive, but I'm a girl of 18 and maybe these suggestions will help you out:
If she likes being held you can start there. When she's in your arms give her just a kiss on the forehead or on the cheek. It's not pushy, but it still lets her know you care. Don't over-do it. One is fine. If you keep kissing her she's going to think of you as a pest. If she's in your arms to begin with like you said she is, you're not doing anything wrong and you must be on the right track.
If you don't know if she's affectionate or not as of right now, don't kiss her in a public place like infront of your friends, at school, in the movies, etc. It could make her feel uncomfortable or like you're macking on her just for bragging rights.
The next time you find yourself kissing her on the lips that you're are as soft and gentle as you can possibly be and that you a.) do not have chapped lips or b.) you're slobbering like a Saint Bernard and don't move your lips and your jaw like a friggen Nutcracker on speed. Keep the motions gentle and soft. Don't use the chin tilt. That's like putting a shock collar on the poor girl.
Go SLOW. Slow is the key word. If you move your lips too fast she's apt to think you're trying to get in her pants and girls hate that feeling. Make a "quick" kiss on the lips last about 4-5 seconds. I know the last thing you feel like doing when you're kissing someone is counting...but make it linger so that she has some time to think about what she's missing.
