Mental Health is increasingly in the news, but what is it? Is it the people who are not mentally ill? Is there an intermediate category?

I think of mental health as being the fluctuating state of your mind - if you're happy, content, upset, etc. and mental illness as a permanent prescribed condition, i.e. bi-polar, psychotic, etc.
