If it were enforcable to any degree I'd like to see a mother like that prosecuted. In my book they are the equivalent of reckless and drunk drivers.

I am with you on that point. It is at the very least, reckless endangerment. I am just amazed at the lack of respect for human life that Frank seems to have.
Perhaps if there were more consequences for acts such as these, there would be some deterrent for this.
There have been cases where there have been injunctions put in place (by the courts) to mandate a woman was to not drink alcohol during her pregnancy. The suit was brought about by a husband who was married to an alcoholic and he wanted his child safe. She had already had one child born with fetal alcohol syndrome and had given that child up for adoption.
And, in my opinion, if someone puts the life of a child in danger, then the law must be brought in to protect that child.
