Hi
How do you deal with people with severe mental problems now that the institutions is falling apart? Like the other day I met a jordanian guy that only speak arameic. And not a police anywhere near? When will these guys handle this problem? He was like Winston Churchill and looked like Billy. How do you deal in a situation like this?

Why would you ever think that someone unable to speak English would need institutionalizing?
Besides the question that Jespah asked, what are you asking about his language?In Jordan people mostly speak Arabic. Aramaic was a common language spoken in that general area when Jesus walked the land over 2000 years ago.
Furthermore, what institutions are you talking about that are falling apart...and what bearing does that have on anything?
