Neither is Biden the Commander of NATO nor did he do it. (I suggest, you research the NATO command structure - will be helpful to avoid such silliness)

The US runs NATO.

AP didn't say that Biden is in command of NATO nor that US, British and German troops have launched attacks against Russian forces in Ukraine.

As an aside: a small minority of national troops of NATO member states are under NATO command.
