Does "Al Capone didnt contract with the Purple Gang if he didnt expect them to do his "rub outs"" mean "Al Capone (the crime boss in Chicago) didnt come to control or manipulate the Purple Gang if he didnt expect them to do his criminal jobs"?

my error. I should have stated that AL Capone WOULD NOT HAVE CONTRACTED WITH...

Is Al Capone the typical symbol of criminal gang leaders in the US?

I searched online and got this:
