Sex is lovemaking when you care more about the overall effects of the sex itself than just the pleasure of the act itself.
E.g. if you are thinking about pregnancy, disease, emotional effects, the best interest of you, your partner, and everyone else affected by your evolving relationship, etc. etc. - then you could say you are 'making love.'
If not, you are probably having sex devoid of love, or at least sex that is 'love-challenged.'
