Does "Case closed" here mean "My sentence is the final judgement"?

Context:

Donald J. Trump
@realDonaldTrump

For all of the Fake News Reporters that don’t have a clue as to what the law is relative to Presidential powers, China, etc., try looking at the Emergency Economic Powers Act of 1977. Case closed!

It is what he has said. In reality, it's more complicated than Mr.Trump has presented.

Whereas the President has the power and authority to declare an emergency, it can be almost immediately cancelled if both Houses pull together and have enough votes to reject the President's order, making it veto-proof. So, the case is not necessarily closed. Further, it might be challenged in court.

Is "Cased closed" used correctly in this example?

usa military, 1990s developed nanothermite found in WTC dust. The by products of those explosions also found in WTC dust. Molten and vaporized WTCs 1, 2 & 7 structural steel also found in WTC debris pile.

WTCs 1,2 & 7 were blown up with usa military nanothermite. Case closed!!!!

Thanks Ori. Have you heard about the US Federal Grand Jury investigating the controlled demolitions of WTCs 1, 2 and 7?

How about the The Franklin Square and Munson Fire District
9/11 Resolution that unanimously demands a new investigation into "the overwhelming evidence presented in said petition [that] demonstrates beyond any doubt that pre-planted explosives and/or incendiaries — not just airplanes and the ensuing fires — caused the destruction of the three World Trade Center buildings, killing the vast majority of the victims who perished that day".
