Context:

The fact that there are different forms and structures across agencies means that they spend a lot of time reformatting something.

The Trump administration has been extremely supportive of reducing these burdens, to unlock the talent of our researchers and not having them spend their time on these things that are unnecessary and detract from research. What we’re talking about is wasting intellectual talent, and that’s really something that is that we can’t tolerate.

Stylistically, it's clumsy and could have been written more deftly. I had to read it twice to get the gist of it. It isn't ungrammatical.

Its like "Up is with which that shall not be put". Used in a humorous sense , its not incorrect, its just purposely clumsy and pompous sounding.

If that is a word-for-word quote, it is possible that it was a mid- sentence correction. -
"...something that is unacceptable."
changed to
"...something that we can't tolerate."
