What does "see you at the Starting Gate!"? mean? Does it mean "I will honor you"?

Welcome to the race Sleepy Joe. I only hope you have the intelligence, long in doubt, to wage a successful primary campaign. It will be nasty - you will be dealing with people who truly have some very sick & demented ideas. But if you make it, I will see you at the Starting Gate!

No, he's just called him Sleepy Joe. What Trump is saying is that if Biden goes through all the processes needed to become the Democrat nominee Trump will meet him at the "starting gate," meaning the election proper.

Although there is one other Republican hopeful Trump is acting like he's already got the Republic nomination sewn up, and in fairness to Trump he probably has.
