He also spoke about the outbreaks in China, the UK, parts of the US and the southern hemisphere and what USA could learn from those. In March, he also warned that testing, isolating and contract tracing would be necessary to contain or mitigate the spread.

He announced in January (18, 2020) that they were starting to ramp up vaccines and that there would be a Phase 1 trial, then a Phase 2. He was all over it.

No country was perfect and some were a downright mess, but they were learning as they went. All countries were being advised by the WHO, who should have known better, because they were the only ones with all the information.
