Firstly: It's tuition not intuition.
Secondly: There isn't enough context in that short blurb of a paragraph.

Tuition is money paid to a school or educational system. The Chinese tycoon in question is likely providing said tuition money via scholarships to qualified students attending the University of Minnesota or other institutes of higher learning.

I'm just guessing as I said... there isn't enough context to get the bigger picture.
