French president Macron has accused by the Yellow Vests of being an "ultra-liberal" president for the rich. (In France liberal is mainly used as a term of abuse - as in the term
ultra-libéral meaning 'ultra-capitalist'. [His party - La République en marche - generally is ranked from the centre left to the centre right of the French political spectrum and is sometimes presented as a catch-all party.])
At the end of the great post-crisis debate of the Yellow Vests, Macron had instituted a "citizens' convention for the climate" (
convention citoyenne pour le climat) bringing together 150 citizens drawn by lot to prepare proposals against global warming.
This Sunday they handed over their copy to the Minister of Ecological Transition, Elisabeth Borne.
A 286-page report with 149 proposals, including for instance better thermal insulation of buildings and a reduction in the speed limit on motorways from 130 to 110 kilometres per hour.
But more important, the voted to enshrine climate and environmental protection in the preamble and Article 1 of the French Constitution. In addition, the "ecocide" is to be made a criminal offence for environmental destruction. According to the Citizens' Council, the French are to vote on both proposals in a referendum.
