I don't know about 'rolling' blackouts, but it would make sense to just cap usage in an area and then when the people and businesses of that area reach the limit, they turn off the power.
That's the same thing that should be done at the level of households and businesses. They already turn your power off if you don't pay your bill. Now it would just be you have an energy limit, like a data limit, and when you reach it they turn off your power instead of just selling you more at a higher rate.

That's also not a bad idea for most routes, since it would shift travel demand to trains and buses, which would result in more bus lines being created. Currently there are just a few long-distance bus services and most have badly-limited service and scheduling because of the lack of robust demand.
Hawaii is rightly concerned about losing airline transit, but that is understandable considering the geographical situation. The only truly green solution for going between Hawaii and the mainland would be to develop a sailing fleet that is completely powered by wind and electric, but how many people have the time it would take to sail to Hawaii?
