Durbin: Senators to release immigration bill Wednesday

"It will be available tomorrow and we're prepared for a vote as quickly as possible," Durbin told reporters on Tuesday.

He added that the group of six senators are urging Majority Leader Mitch McConnell (R-Ky.) to give them a "test vote" to show the level of support for the forthcoming legislation.

"And if it is successful, as I believe it will be, [I hope] that Sen. McConnell will include it as an amendment to must-pass legislation," Durbin said.

Durbin didn't specify what "must-pass legislation" he was referring to, but Congress has roughly four days to pass a short-term stopgap funding bill to prevent a government shutdown.

Democrats have remained tight-lipped about if they will support the funding bill, known as a continuing resolution or CR, without an immigration deal.

Spokespeople for Republican Sens. Lindsey Graham (S.C.) and Jeff Flake (Ariz.), two GOP members of the so-called Gang of Six, didn't immediately respond to a request for comment on the timing of the legislation or what a potential "test vote" could be.

In addition to Flake, Graham and Durbin, Democratic Sens. Bob Menendez (N.J.) and Michael Bennet (Colo.) as well as GOP Sen. Cory Gardner (Colo.) have been negotiating the agreement.

Flake has signaled that they've picked up additional supporters, though a spokesman for Durbin didn't immediately respond to a request for comment.

The Senate group's bill is expected to tie a pathway to citizenship to roughly $2.7 billion in border security.

It's also expected to shuffle some of the diversity lottery visas toward Temporary Protected Status (TPS) countries and make changes to family-based immigration that would be limited to Deferred Action for Childhood Arrivals (DACA) recipients and their family members.

But the group could face an uphill battle to get a floor vote. McConnell has said he will only bring up an immigration bill if the president has indicated that he'll sign it.

Trump sparked a political firestorm after he reportedly referred to several developing nations as "shithole countries" during a meeting with Durbin, Graham and several conservative lawmakers last week.

The president has also blasted the bipartisan group's bill, saying Durbin "blew" the chances of an agreement on the Obama-era DACA program which allows certain young immigrants brought to the U.S. illegally as children to work and go to school in the U.S.

"The Democrats want to shut down the Government over Amnesty for all and Border Security. ... We need a merit based system of immigration, and we need it now! No more dangerous Lottery," Trump said in a tweet on Tuesday.

Conservative lawmakers have also criticized the legislation for not including tougher interior enforcement measures.

We are on! It is a little surprising how the Democrats are blaming the Republicans while the Republicans are blaming the Democrats. I never saw that coming.

Now to see which way the public goes. I don't think this goes well for the greatest negotiator ever.

It seems like the these are the positions:

The Democrats claim to want:
- DACA resolution
- CHIP funding

The Democrats say them are opposed to:
- Spending on a border wall
- Significant reductions in immigration

The Republicans claim to want:
- DACA resolution
- CHIP funding
- Significant reductions in the amount of immigration and the way it is done.
- Border wall spending of 20 billion.

The Republicans say they are opposed to:
- Nothing in the current debate.

The offer on the table has been:
- DACA resolution
- CHIP funding for six years
- 1.8 billion for border security
- Restrictions on chain migration.

The offer out there looks like the Republicans get some of what they want, the Democrats give a little on the things they don't want. I'm not sure why that didn't pass other than the President not knowing how to take a yes. What is the hold up?

No matter what, none of the so-called "Dreamers" are going to be deported so spare us the sob story.

While this is personally an important issue for you how many other Americans share your affinity?

It's politics pure and simple and the Dems are betting that a love for the Dreamers is so pervasive that they will win.

I doubt it.

How are you so sure, Finn? I would like to believe that you are correct. I think the Dreamers are in pretty real danger at this point of being deported.

To be honest, at first I thought "giving in" so soon was a bad thing for my side. On second thought, now I am not so sure..

Both conservative and liberal idealogues forget that the battle is really for the middle. If the Dems come out looking more reasonable, while being promised that DACA will be on the table, this might be a strategic win.

All the Dems need now is for Trump to keep tweeting.

I will ignore your grammar and focus on your reasoning.

If the Democrats end up getting what they want, including energizing their base and looking more reasonable to moderates heading into the midterms... sometimes "losing" isn't everything it is cracked up to be.

If we get DACA and make gains in the midterms, I will be a happy American.

For now I'd be glad to have DACA. It'd be nice to see the shifting of the houses come November, but, let's get the first hurdle out of the way.

I'm not sure what all the angst is about the recent deal. I heard the details, thought it was a decent step, heard the talking heads debating it and still think it was a decent step. We got CHIP out of the way, got the government open, and put a hard deadline on the Senate to open a floor debate on DACA. The Republicans hardliners in the House are unhappy with discussing DACA, the Democratic hardliners in the Senate are unhappy with waiting three weeks to see if DACA can move forward. If the Senate doesn't bring up DACA by the the agreed to date, the Democrats and say "we tried to be reasonable, promises were made, they leave us no choice." What is the heartburn?
