Does "hits" here mean "successes"? The successes stagger over deficit reasons.

No. In this case, 'hits' is a verb meaning it collides with a snag. A snag is an obstruction.

"Hit a snag" is an idiom to mean obstruction or block, or stopped from going foward.

To 'hit a snag' is a metaphor. A literal snag is a hidden sunken tree or other underwater obstacle e.g. in a lake, that a boat might hit, also a projecting rough part of an otherwise smooth surface.
