What does "took a pass" mean? Does it mean "No Thank you (to Time Magazine), I rejected your kindness to put me on the cover of Time Magazine. I'd give the chance to others"?

To 'take a pass' on an offer or opportunity is to decline it. There is no implication of making it available to others.
