Yep, it happens here in Mexico as well. Happened with my mother, and I had to pay the bill.
That's one thing that works (or used to work) differently in Europe.
When we were studying at the University for Foreigners in Perugia, Italy, my American girlfriend got burned in her foot with boiling tea. We went to the emergency room at the local policlinic. She was treated there. The doctors were amazed that she didn't have insurance. Since they didn't know what to charge, they charged nothing.
