Mildly related, but the recent DC comic books have avoided naming Trump as president in their universe, though they have no issue using his appearance and mannerisms.

There was a storyline in the Suicide Squad comic (published August 2016) that started with President Obama denouncing the team and wishing to dismantle it. At the end of the storyline (published early 2017), squad leader Amanda Waller mentions the new president wants to keep the team. A later storyline had the president praising a new government super soldier and naming him The Wall.

The end of DC's Doomsday Clock miniseries (published December 2019) mentioned that the president is being impeached due to the events in the comic.

Not really. It's a type of finding known as "raw intelligence". Steele was not the original source of any of the information. The information (some of which has since been corroborated) was supplied to Steele by various contacts he had developed over the years. There's no reason to believe that Steele altered any of the accounts he received from his sources, nor is there any reason to believe that his sources simply made up the material, so it is not a work of "fiction". His sources weren't required to verify the information they passed along, they only gathered information they'd heard about Trump. Nor was it Steele's job to verify the information supplied to him. It's the job of the intelligence experts to assess, evaluate, and ultimately confirm or reject specific allegations.
