Generally, 70%-90% of the population needs to develop protective antibodies to COVID-19 to achieve herd immunity.
But It isn't known if COVID-19 is even subject to herd immunity, not only the recent Spanish study casts doubt on herd immunity feasibility.

Although the WHO has made mistakes, it is still the only common institution of mankind that can take action against pandemics. The withdrawal of the USA would massively weaken the WHO institution - but also America's ability to fight deadly diseases. And once again: America's position in the world. Beijing is only too happy to fill the vacuum left by Washington.
