No, the Catholic church has told them. It is against the doctrine. Islam tells its followers rape of non-Islamic women is permissible and can be used as a tactic of war. Anything else?

I know you have a problem thinking things through. The Catholic church does not sanction sexual assault of anyone. Islam does sanction rape when done to the right people or to advance Islam. Do you get that?

As a number of writers are pointing out, the claim from McConnell and others that the administration was distracted by impeachment when the pandemic hit contains within it the admission that there were consequential failures by the administration. So as a propaganda line, it isn't top drawer.

It would be useful for Trump and his allies if the impeachment effort could be blamed for the government’s faltering response to the pandemic. Unfortunately, even the neatest rhetorical effort can fall victim to reality.
