It is possible to impeach them both--but it would be more likely that Pence would be thrown under the bus rather than Plump. It takes a vote of the House to impeach someone, and impeach just means indict. Thereafter, the accused would have to be convicted by the Senate. Neither of those things are likely to happen,
as things stand right now. In effect, the Republicans don't even care if they lose heavily in the mid-term election. The Democrats could take over both house, and pass a bill to repeal the looting of the tax payer embodied in the tax bill, and Plump could just veto the bill. There's no way in hell the Democrats would get the two-thirds vote necessary to override a veto.
A special prosecutor or a judicial committee can recommend impeachment, but it still has to be approved by the House.

Setanta, to add to your Post 6549067, it takes a simple majority in the House of Representatives by the Judiciary Committee first and then the full House. Then, in the trial held in the Senate, it takes a much more rigid standard of 2/3 super majority vote to convict. As it stands today or even after the 2018 elections, the tremendous partisanship in the Senate would make it unlikely that a conviction of tRump or Pence would happen! This is the reason the 25th Amendment is the fastest and most likely manner to remove him from office.
Then again he has packed the Cabinet with partisan hacks that he constantly requires loyalty oaths from to remain in office; therefore, making this unlikely also. Sad, really, really sad state of affairs for the most powerful country in the world! I doubt there would even be conviction or removal from office if he shots someone on 5th Avenue, especially if it was a Democrat.
I've read that Trump will signal his intent/desire on Monday to site the US embassy in Israel in Jerusalem. Is that correct? I see no mention of it on the BBC or Aljazeera.

If he stalls to wait and see if the Dems take over the House & Senate it will prove allegations that he's a partisan.
Otherwise, he lays out the facts and if the partisans in DC don't act on them, it's not his fault.

BERNIE SANDERS: As I think about what's going on here today, I think this is in many ways a historic day, a day that historians will look back on: December 1, 2017.
And they will conclude that today is the day of one of the great robberies, criminal activities if you like, in the modern history of this country, because the federal treasury is being looted tonight.
As we speak, there are lobbyists all over Capitol Hill writing down in handwriting, amendments to this bill to give hundreds of millions, if not billions in tax breaks, billions of dollars in tax breaks to large corporations.
As we speak, they're probably still writing those amendments.
Meanwhile, the Rrepublican-led Senate has been unable to reauthorize the CHIP program, the health insurance program for low-income children. Didn't have enough time to do that. We have been unable to reauthorize the community health center program, providing 27 million people with health insurance. We don't have the time to do that.
But tonight, we are presumably going to pass legislation, when at a time of massive income and wealth inequality, 62% of the tax benefits go to the top 1%.
And ten years from now, ten years from now, millions and millions of middle-class Americans will be paying more in taxes.
Mr. President, I have not the slightest doubt as I have said before, that after the Republicans pass this huge tax giveaway to the wealthy and large corporations, they will be back on the floor of the Senate. And when they come back, they'll say, 'oh, my goodness, the deficit is too high. We have got to cut social security, medicare, medicaid, education, and nutritional programs.'
In other words, in order to give tax breaks to billionaires and to large, profitable corporation, they're going to cut programs for the elderly, the children, working families of this country, and the poor. This legislation will go down in history as one of the worst, most unfair pieces of legislation ever passed. But I say to my Republican colleagues, as you saw on November 7, the American people are catching on.
