I got a phone off eBay that will not charge

I recently ordered a iphone 5 from eBay , I actually got the wrong one I wanted the 5s but I said I'll give it a try since its my first time using an iphone, but the phone does not charge I tried everything what should I do ? Should I go to a phone store and ask what the problem is or should I send it back and have them replace it ?
