You don't give enough information. Is this about applications which provide translations? If so, then the first sentence is correct. Is this about a program which translates applications? Leaving aside that that would a rather silly idea, the second sentence would be correct.

I'd say that you want the first sentence, because i can't imagine a situation in which you would need a program which translates applications.
