Does "Ceres Is Cloudy, with a Chance of Cryovolcanoes" mean "Ceres Is Cloudy, with a Chance/opportunity of discovering Cryovolcanoes"?

Yes, you understood the meaning. It is a play on weather report phrasing such as "today is cloudy with a chance of rain".
