Does "America's right-wing media and lawmakers are really outdoing themselves, bigotry-wise" mean "America's right-wing media and lawmakers are really doing better now, better than themselves, but only with respect to bigotry (meaning that they are now more bigoted)"?

America's right-wing media and lawmakers are really outdoing themselves, bigotry-wise.
However perhaps somebody else will come up with a better answer, more detail and background, for I am a lazy one, if not entirely backward and ignorant
