What does the last part "narrowing the number of associated phone numbers, or hops, they can then look at from three to two" mean here?

Let's say they have your phone number and you are a suspect. They notice that your number calls Alice, so they start surveilling her. Then they notice that Alice is calling Bob... so now they start surveilling him.

Going from you to Alice is one hop. Going from you to Alice to Bob is two hops.
