Naw, Oris, it don't mean that. The whole sentence is:

Pre-emptive generally means "preventing rather than responding to." In war a "pre-emptive attack" is one where you try to eliminate the threat from an enemy BEFORE they ever attack you by a "pre-emptive first strike."
In this context it means trying to prevent psychosis rather than just trying to treat it (fight it) after it has developed (approach it "earlier in the chain" of development).
