Context:

More than 200 astronomy researchers at Berkeley and other institutions signed onto a letter Tuesday calling for Berkeley's administration to reevaluate its response to Marcy's case.

Berkeley decided to institute a zero-tolerance policy for Marcy going forward after the investigation concluded, but that wasn't a sufficient enough punishment for many people at the school and in the astronomy and physics community.

The scientific community reacted quickly when news of Marcy's resignation broke:

@niais I have very mixed feelings too. He can't harm more students, but @UCBerkeley hasn't demonstrated they'd do anything differently.

Going forward is a standard locution meaning from this time into the future. Our new policy of fiscal austerity, it is hoped, will yield significant savings going forward.

Yes, it refers to Berkeley's policy.
