Well yes and no Ori. The author Xavier, though lavishly praising the tract, might for instance have the slightest misgiving about labeling it as a kind of management

To answer the actual question:

The text should be read as:

"Passing" As Stigma Management

Passing is a mainly US term and was first applied to light coloured black people acting and living as if they were white. The author is using it for transgendered people acting and living as if they were the opposite sex. For example, a transgender person born male might act as a non-transgender female, to avoid the stigma associated with being transgender.
