We fooled around for a few months while we were roommates, but after I turned town his proposal to be more then friends he stopped talking to me and found someone else. Now, after almost 2 years he contacted me again saying he thought of me and wanted to see how I'm doing. We chatted for a bit, but when I ignored his last message he stopped texting me. What does he really want from me and why did he get in contact in the first place?

Yep, maybe he just wanted to say hello and see how you were doing. I've done that with people (guys and gals) from my past without any hidden agenda.
You need to stop looking for hidden motives. Many times there aren't any.

I'm wondering what advice you have if he says he wants to be friends. ... He contacted me the day after we met but stopped soon.

If you want to be friends and can be happy having that relationship with him, then by all means, be friends. If not, then tell him you can't. Only you can make that call.
