Leon Panetta, the former Clinton chief of staff, OMB director, and one-time chairman of the House Budget Committee, was picked for the job. Though he had limited prior direct national security experience, he was seen as a superb manager with a light political touch and he had a reputation for candor.
What does “a light political touch" mean here?

When interacting with members of his own and other political groups, he was very subtle, not harsh or demanding. He used more persuasion than coercion.
